Procedure of declaration is is effected through submission to the customs authorities in accordance the set form (written, verbal, by accomplishing of actions) of exact information pertaining to goods and transports vehicles, purpose of their conveyance across the customs border of Ukraine, and also information necessary for realization of customs control and customs registration.

Declaration of goods may be effected either by a declarant(enterprises or citizens, whom commodities and transports vehicles moved across the customs border belong to) or by a customs broker (agent) at the declarant's discretion. During declaration procedure declarant gives to the customs authorities customs declaration, declaration of customs value, invoice, contract, other goods accompanying documents, and the proper professional preparation from declarant is required.
